Job Title: Financial Manager

 

 

Objectives of the Project

Arizona State University (ASU-US) established the Center of Excellence for Energy (COE/E) in Egypt with funding and support from the United States Agency for International Development (USAID/Egypt) in November 2021. COE/E is a partnership between ASU-US and three Egyptian partner universities (EPUs): Ain Shams University (ASU-EG), Aswan University (AU), and Mansoura University (MU). The overall goal the COE project is the substantial improvement of the capacity of Egypt’s higher education institutions in the energy area.

 

 

The finance manager will be accountable for managing the budget, preparing financial reports, running of all the finance strategic & accounting operational activities, and ensuring that all financial transactions are conducted legally and ethically.

 

 

The Finance Manager (FM) will be responsible for managing the financial operations of the project. And will coordinate closely with the ASU-US finance staff. FM will be responsible for finance, accounting, reconciliation, invoices, working with procurement for purchases, providing financial reports to ASU-US and USAID, and other financial duties as needed. The FM will operate in accordance with ASU policy and in-country laws and regulations.

 

 

This position will be at the COE office at Ain-Sham University in Cairo, Egypt (COE-EG).

 

 

Financial Manager Duties : With minimal administrative oversight, essential responsibilities will include and not be limited to the following:

 

 

Financial

Maintain financial and accounting records on all program activities in the COE office in Egypt including:

  • Financial & record-keeping, financial statements, bank reconciliations, deductions, reimbursements, and other financial and accounting related activities are compliant in accordance with ASU, USAID and Egypt’s regulations and requirements.
  • Maintaining accurate financial records, including accounts payable, accounts receivable, and general ledger.
  • Preparing financial reports, including expense reports, quarterly reports, and annual reports, and submitting them to COE-US finance staff.

 

  • Monitor expenditures and reconcile against in-country approved budget.
  • Coordinate supporting documentation to accompany budget submissions and reporting requirements.
  • Establish and maintain accounting and fiscal control procedures for financial operations in-country.
  • Liaise with internal and external auditors during project financial management reviews.
  • all accounting discrepancies and correct them.

 

 

Budgeting & Accounting

  • Tracking the COE-EG budget, monitoring expenses, and ensuring compliance with the ASU-US and USAID regulations.
  • Managing cash flow, preparing cash forecasts, and ensuring the project has sufficient funds to meet its obligations.
  • Compliance: Ensuring compliance with USAID regulations, including financial management, procurement, and reporting requirements.
  • Risk management: Identifying and managing financial risks, including fraud, waste, and abuse.
  • Develop and implement process for reporting and tracking VAT and customs duties.
  • Develop and implement process for reporting and tracking on Foreign Tax in accordance with USAID requirements in coordination with the procurement team.
  • Monitor and communicate any potential budget issues and recommended solutions.
  • Communicate budget compliance expectations to all staff to ensure understanding and awareness.
  • Performs other related duties and functions as identified by the In-Country Director

 

 

Knowledge, Skills, and Abilities

  • Experience in working on international projects with a global team.
  • Demonstrated knowledge of USAID regulations pertaining to budgeting and accounting principles, practices, and standards.
  • Demonstrated knowledge of PC based software for spreadsheet, database, word processing and presentation applications.
  • Demonstrated knowledge of principles and methods of statistical analysis as applicable to budget process.
  • Experience in coordinating activities and establishing priorities.
  • Evidence of effective verbal and written English communication.
  • Experience in working effectively in an environment subject to tight deadlines and quickly changing priorities.
  • Experience in preparing detailed financial information for a variety of constituencies.

 

Working Environment

This position will be at the COE office at Ain-Sham University in Cairo, Egypt. This position supports an international project and will require conference and zoom calls after hours.

 

FM will interact with administrators, faculty, and students working at COE, ASU-US and ASU-EG , Egyptian universities, consultants, stakeholders, and others working with COE.

 

Regular use of standard office equipment including, but not limited to computer workstation/laptop (keyboard, monitor, mouse), printer, fax, calculator, copier, telephone, and associated computer/technology peripherals. Requires moderate driving using personal vehicle to perform work.

 

Supervision Received/Given

The FM will report to the In-Country Director and will coordinate with Financial Specialist Sr. at Arizona State University (ASU-US), on all programmatic aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. The Director of Finance and Operations will be in Cairo, Egypt.

 

Minimum Qualifications

  • Bachelor’s degree in business administration, or Accounting, or closely related field AND six to ten years of prior financial and accounting experience.
  • or related equivalent combination of experience, and/or education from which comparable knowledge, skills and abilities in finance and accounting have been achieved.
  • Language Proficiency: Level IV English and Arabic required.
