Senior Purchasing Manager - TSC

Job Description:

TSC is seeking a highly qualified, energetic, driven Sr. Purchasing Manager to lead our Purchasing Team. The leader will have in depth knowledge of purchasing, supply chain management, and enterprise resource planning (ERP). Additional experience in materials resource planning (MRP), LEAN manufacturing methods and International Organization for Standardization (ISO) requirements are preferred. Must have experience in managing multi-million-dollar supply lines. The successful leader will have a proven record of leading purchasing organizations, including purchasing, and sub-contract management. The qualified leader must be a self-starter, capable of developing and achieving organizational and program objectives, and must be able to successfully interface with all levels of internal management.

Responsibilities:

Enhance and further develop companywide purchasing policies, workflows and best practices
Develop Open Order management reports and process
Understand purchasing impacts to the business and to engage as required with cross-functional teams to ensure alignment with company objectives
Manage, hire, conduct constructive performance evaluations and train a staff of Purchasing Professionals across multiple TSC locations
Monitor and assign work to direct staff to ensure a balance workload
Oversees the creation of daily purchase orders, order confirmations, follows up on back orders, etc., and provides feedback to requestors on order status.
Manage and provide actionable purchasing metrics to ensure company goals and supplier performance objectives are being met and maintained, and submit performance reports to management
Manage department team members based on measured performance and workload assignments to maintain a right sized team to satisfy purchasing requirements
Interviewing vendors and visiting suppliers’ facilities to learn about products, services, and pricing
Interact with suppliers to schedule delivery times and resolve shipping errors
Report program status and critical issues to your internal customers and partner to develop alternate solutions
Conduct the measurement and effectiveness of operational processes and procedures and provide options to management on process improvement
Develop and execute purchasing strategies, material quoting and support bases of estimates
Serve as the liaison between the Program Managers, Production Planners, Requisitioners and the purchasing organization
Consults with management to resolve supplier or subcontractor exceptions to terms and conditions
Monitor performance metrics and proactively act to address program and functional issues

Required Skills:

Bachelors’ degree with 10-15 years of, Purchasing, and Procurement experience
Strong background in manufacturing purchasing management and processes in the government and commercial industries
Supplier management experience (PO placement, proposal reviews, Best Value Source Selections, Competition)
Experience translating customer terms and conditions into supplier requirements and ensuring conformance to program requirements
Working knowledge of US Government ITAR and EAR regulations
Experience with Material Estimate at Complete (EACs) and Material Forecasting
Experience with completing price analysis, source selection, sole source justifications, commercial item determinations
Proficient in Deltek Costpoint Accounting Software
Demonstrated experience preparing for and passing CPSR audit, to include documentation requirements and mandatory FAR/DFAR flow-downs.
Deep understand of FAR/DFAR and overall compliance requirements relating to procurement in a DoD environment
Deep understand of the acquisition of Commercial Products and Services and overall compliance requirements in a DoD environment
Familiar with manufacturing and quality systems and methodologies
Demonstrated ability leading a geographically dispersed and matrixed team in formulating innovative solutions, problem solving and team building
Effective communicator proficient in presentation development and leading or participating in cross-functional teams

Preferred Skills:

Experience placing subcontract purchase orders of varying complexity in accordance with regulatory corporate compliance requirements
Experience performing subcontract/purchase order management
Experience with the suppliers and subcontractor acquisition life cycle from requirements generation to payment for products and services
Risk Management experience
Experience developing negotiation strategies and leading formal negotiations (Price, Delivery, Terms)
