Cost Control & Procurement Senior Engineer - Palm Hills Developments
Job Description
- Provide Procurement Engineering services to engineering and operations members of the Requesting Departments to prepare technical specifications and Scopes of Work as required,
- Review and recommend appropriate amendments to all sections of formal bid packages, to ensure clarity of requirements from Legal, Commercial, and Technical viewpoints,
- Provide Procurement Engineering services in bid evaluation and be capable of assembling bid data into an easily integrated form such as a computerized spreadsheet,
- Provide Procurement Engineering services in technical and commercial clarification meetings with prospective tenderers,
- Provide Procurement Engineering services in contract negotiations with prospective Contractors/Suppliers as required,
- Regularly chairs and leads Clarification Meetings and Final Negotiation Meetings with Contractors, with any necessary Contract Execution Clarifications or Post-Contract Contractual manners,
- Prepare and finalize the Tender Evaluation Packages for Management review and Tender Committee approval,
- Provide high-quality advice on all pre- and post-contract contractual matters including tendering and contract administration strategies and tactics,
- Perform the tender evaluation process including meetings with potential suppliers and contractors where necessary,
- Provide support for evaluating value engineering proposals,
- Preparation of cost plans/ estimates, as well as budget reconciliation, cost checking, and cost control during different design stages,
- Review and validate BIM models submitted by consultants,
- Review and approve contractors/consultants' invoices and ensure that the accurate process takes place within time,
- Attend progress meeting on the site and arise critical issues with to cost control manager if occurs,
- Directly interface with Project Manager, consultant, & contractor for handling construction costs,
- Variation order management including assessment, valuation, and agreeing on amounts with the Contractors,
- Analyze different changes that impact the project budget,
- Measuring the project cost performance by the use of earned value management and providing accurate forecasts,
- Recommend alternatives for budget control to the Cost Control manager for discussion and/or decision.
Skills
- Education: Bachelor’s degree in civil engineering, mechanical engineering, or construction management. Post-graduate studies are preferred,
- The applicant shall handle mainly commercial and infrastructure projects, so extensive MEP knowledge is a must.
- Work experience: 6-10 years of relevant experience in cost/commercial management of construction projects.
- Excellent communication and analytical skills, Team-spirited
- Adequate knowledge in applying cost management techniques, and principles,
- Adequate knowledge in using MS Excel, AutoCAD, Autodesk Revit, and Civil 3D
