Planning Engineer, Project Controls
Location:  Head Quarter, Head Quarter
Department:  PCS Project Controls
Role
Planning engineers determine and develop the most suitable and economically viable construction and engineering methods for projects. They are involved throughout the development stages, and are present on site during the build to oversee procedures. It is the responsibility of the planning engineer to estimate a timescale for a project and to ensure that the outlined deadlines are met.

Key Accountabilities
•    Participate in developing Monthly Reports & Layouts (IBM Models)
•    Handle and update units’ database.
•    Develop and update development schedules for projects (Design, Procurement, Construction)
•    Conduct analysis for Top Management. (Projects Data, Presentation, Reports).
•    Review and Approve Project Schedule Baseline & validate against the specified scope.
•    Coordinate with the Contractor’s Planner to comply with the project’s objectives and master schedule milestones.
•    Review contractor periodic Construction reports & issue final review comments
•    Review construction, design (SDs), procurement progress against the approved baseline schedule.
•    Monitor and report contractor performance & provide project management technical support
•    Assist the project manager in administrating the construction contracts with contractors through correspondences and logs.
•    Provide technical support for weekly progress meetings and reports.
•    Issue Weekly Reports (Progress Status, Site Photos, Manpower Status, etc.)
•    Review Cost Loading Sheets.
•    Develop Projects’ progress sheets, dashboard, issue log, and other deliverables for project control.
•    Provide details for Earned value basis of calculation through reviewing cost-loading sheets.
•    Calculate EV values and provide project performance indices

•    Adhere to departmental budgets and ensure optimal utilization of all available resources

•    Implement approved departmental policies, processes and procedures, to ensure work is completed out in a controlled and consistent manner while delivering a world class service.
•    Ensure cost-efficient usage of all applicable resources to reduce wastage and unnecessary expense.
•    Share ideas and viewpoints to further streamline processes, thus driving efficiency and improvements across the organization

HSE & Risk Management
•    Ensure compliance to all relevant QHSSE management procedures and controls across the department so that City Edge provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.

•    Motivate team members and contribute to the identification of opportunities to take part in change initiatives, programmes and projects that reflect international best practice and changes in the competitive environment

People management
•    Manage the achievement of objectives by setting individual objectives, managing performance, developing staff and providing formal and informal feedback in order to maximise overall performance and engagement.

Working Conditions
Office Based role with normal working conditions and normal physical effort. Does not require international travel

Necessary Experience
•    6-8 years of related experience of which a minimum of 2-3 years should be in a similar position / responsibility, preferably in a similar Industry.  
•    Experience in a fast growth environment and a decentralized environment.
•    Experience at working in a “performance based” environment to foster it within the team.
•    Proven work experience in Quality Control
•    Previous experience in real estate is a must.

Education Requirements
•    Bachelor Degree in Engineering
•    MBA or Master’s Degree in related fields would be desirable
