Summary:
• The U.S. Mission in Cairo/Egypt is seeking eligible and qualified applicants for the position of Financial Management Analyst in Financial Management Office.
                - The work schedule for this position is: Full Time - 40 hours per week.
• Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
The incumbent is fully responsible for accounting, obligating funds and status reporting for the ICASS Working Fund Operating Account at Embassy Cairo. S/he prepares, validates, obligates, records all obligation documents in the Financial Management system, apportions leasehold and allotments, provides technical training and financial advice to all service providers, prepares funding status and reports on a monthly basis, maintains financial controls of Proceeds of Sales with all related reports and cables as required. Incumbent advises management officials on actions needed to remain within targeted spending levels, monitors, tracks and reports salaries, allowances and other costs, secures reimbursements for these costs, tracks regional medical office travel orders for the region and continuing medical education (CME), and responds to all ICASS related queries as they arise. Incumbent is also responsible for preparing initial and mid-year budgets of INL foreign assistance accounts.

Qualifications and Evaluations
Requirements:
Prior work experience: Four years performing progressively responsible work of a program, technical, or administrative nature where emphasis is placed on analytical, judgmental, and expository abilities is required. All of the four years must have been work involving budgeting, accounting or financial equivalent.


Job knowledge: Must have thorough knowledge of budgeting process including financial planning, allotment accounting, financial management regulations, rules, and processes of various agencies supported and the missions, programs and projects of these agencies and their financial implications.

Education Requirements:
Bachelor degree in Business Administration or Accounting is required.

Evaluations:
LANGUAGE: 


Level IV (Fluent) in speaking/reading/writing of English is required. (This will be tested).


Level III (Good working knowledge) in speaking/reading/writing of Arabic is required.


 


Abilities and skills: Must be able to relate financial activities to financial plans and budgeting requirement for the out-year and relate changes in mission, programs and projects to financial management considerations. Must be able to analyze complex issues and explain ramifications to higher graded personnel. Must be skilled in interpersonal relationships, in articulating complex issues verbally and in writing, and in applying multiple agency financial guidance to varying circumstances. Must have excellent knowledge of Microsoft outlook, word processing and Excel spreadsheets.
